US Environmental Protection Agency, 1994 год), а конкретно
Chapter 7 «Managing and Disposing of Used Oil Filters», в которой дана информация, что делать с использованными
автомобильными масляными фильтрами в масштабах всей страны, и даже дается упоминание о законодательных отличиях отдельных америкосовских штатов.
Представляю два последних пункта Главы 7
Recycling Used Oil FiltersOil filters are generally made from paper, metal, and rubber. Two general recycling options exist for used oil filters. Either the entire filter can be burned for fuel, or the different components of the used oil filter can be separated and the scrap metal can be recycled in a metal recycling operation and the remaining paper and rubber can be burned as fuel (MacLean, 1991; Smoot, 1991).
Currently, the used oil filter recycling industry is not very well established in most areas of the country (MacLean, 1991). Consequently, many used oil filter generators might not have the option of recycling filters at this time. These used oil filter generators should still remove as much used oil from the filters as possible, and recycle the used oil.
Used oil filters have value because they can be burned for fuel and/or the metal components can be recycled (MacLean, 1991). Three types of facilities can recycle used oil filters. Scrap steel processing or recycling facilities, as well as steel smelters, can recycle the metal components of the filter. Although some scrap steel recyclers and steel smelters will accept whole or crushed used oil filters for recycling, others will only accept the metal components (Fleischaker and Saunders, 1991). Finally, used oil filters can be sent to industrial burners (such as cement kilns) where the entire filter, or just the paper and/or rubber components, can be burned for fuel (Convenient Automotive Services Institute, circa 1992b).
Some of the trade associations and state contacts listed in Appendix A of this document have information on used oil filter recycling options in different areas of the country. When a used oil filter recycling option is identified, the type of materials the recycler accepts should be determined. If the recycler has a preference for separated, crushed, or whole filters, this will affect the decision on which draining method should be used.
Disposing of FiltersIf a recycling option for the used oil filters cannot be identi¬fied, the used oil filters must be disposed of. Although federal regulations allow ron-terne plated filters that do not exhibit hazardous waste characteristics to be disposed of in Subtitle D facilities, some states have more stringent regula¬tions. The state contacts listed in Appendix A can give information on state regulations on used oil filter disposal. In addition, they can provide information on the facilities that are available to accept used oil filters.
If landfilling used oil filters is acceptable in the state where the generator is located, the generator must identify a landfill that is designed and permitted to accept used oil filters.
An alternative would be to identify a properly permitted solid waste incinerator. If these alternatives are not available, the used oil filters must: be sent to a hazardous waste disposal facility (Convenient Automotive Services Institute, circa 1992b).

Guidelines for safe incineration (TeamTec)Перед нами Руководство по безопасной эксплуатации одного из производителей инсинераторов, НО:
1. Именно только
ЗАПРЕТ на сжигание мусора (Waste
prohibited to incinerate), выделено красным цветом, перекликается с требованиями МК MARPOL 73/78, соответствующими Резолюциями ИМО (см.сноски в
Guidelines for safe incineration).
2. А вот по поводу «Дополнительных рекомендаций» (
Further advices), отмечено в зеленом цвете – ну что ж, не хочет данный производитель, чтобы в его инсинераторе кто-то сжигал какие-либо металлические изделия, стекло и т.д.. Да, инструкции завода-производителя для нас святое, мы должны им следовать.
Но не факт, что другой производитель такие ограничения будет прописывать для своих инсинераторов.
Тем более, что читая официоз в виде «Руководства 2017 по выполнению Приложения V к Конвенции МАРПОЛ 73/78, Резолюция МЕРС.295(71)» (
Guidelines for the implementation of MARPOL Аnnex V, Resolution MEPC.295(71)), в п.2.11, таблица 4 – «Варианты сжигания судового мусора», в «Примерах мусора» мы увидим и металлическую «мелочь», и стеклянную, и какой-то пластик.

Уж если делать ссылку на соответстующий пункт правила Приложения VI, так неплохо было бы её указывать в современной нумерации, при этом пользуясь оригинальными источниками.
Да ладно, в сегодняшней трактовке фраза не изменилась, как впрочем и суть.

Но я бы добавил уточнение из представленной фразы:
containing more than traces of heavy metals, или в русскоязычном варианте перевода этого пункта 2.3 правила 16 МК МАРПОЛ 73/78 «тяжелые металлы
в объеме, больше чем микропримеси».
Т.е. можно понимать, что если захочется сжигать, например, килограммы ртути
, то это запрещено, но если что-то и попало в инсинератор с микропримесью тяжелого металла (пусть будет консервная банка с оцинкованной поверхностью), мы ничего не нарушим.
Оговорюсь, возможно пример неудачный.
