Описание ситуёвины дедом:Good Day,
Pls be informed that in today, 01.02.2017 during berthing maneuvering at Mailiao port, vessel faced problems with starts.
At 17.20 LT we pick up pilot beside breakwater due to very strong winds and rough sea.
At 17.26 LT Pilot give order to STOP engine. After abt 10 minutes (17.36 LT), when ordered Dead Slow Astern, engine try to start, but failed. As symptoms, seems that start air was not turning enough strong and/or time in order to reach min 30 rpm for starting (usually at start overpass command of 30 rpm, up to 40 rpm). Engine pick up abt 15 rpm and misfire alarm coming.
In Engine Room, alarms ME FUEL OIL PRESSURE VERY LOW occurred. Supposed to come because of M/E didn't turned enough to allow fuel pumps to build up fuel pressure in rail.
We tried several times, tried Ahead as well, but no success. All this times abt 10 minutes. Suddenly Engine respond positive and no any problems encountered until end of maneuvering.
Pilot reported to Port Control and after we succeed to start, tested few times and continue maneuivering w/out any further issues.
We have to flag up that from 30.01.2018 (abt 2 ½ days vessel running with Dead Slow/Slow/Half and sometime with Full on Mailiao roads due to very bad weather. At all this times, at abt 1hr, or 1 ½ hr we run M/E in HALF for abt 10 minutes.
Local Agent requested from our end one Statement of Facts with explanations in regard, to be forwarded to Port Control.

Reviewing the engine manoeuvres, from flex views / alarms and engine starting stopping attempts, it shows mishandling of the engine manoeuvring handle, as 15 very quick engine manoeuvres were performed within 10 minutes, without even giving the time for the engine to start and or oven reset between one manoeuvre to the next. Please see attached list of engine commands which explain.
Based on the findings so far, the bridge personnel need to be trained by Captain and Chief engineer on how to maneuverer the engine from the bridge.
Bridge personnel to know that if the first engine starting is not successful, they do not need to move the manoeuvring handle, as the engine will attempt a second start on its own. If the engine fails to start then the engine control should be passed down to ECR for avoiding loosing starting air to give the time for engine personnel to identify cause of failure and or starting or stropping the engine from ECR and or even from the local stand if that is necessary.
It is worthwhile to note that the quick starting and stopping and restarting attempts were so quick, that the engine did not have the time to reset.
Trust the above explains and recommend prior to departure to extend starting and stopping of the main engine provided it is safe to do so at the berth, prior transferring the engine controls on bridge.
Operations and or safety department may provide you with further guidance as to further reporting to third parties.

Good Day,
Well received your bellow with thanks.
We'll perform additionally training to the Bridge crew in regard and your advices are welcome and pertinent.
As per your recommendations, prior to departure we'll perform as many test safely permitted and we'll investigate if any another potential cause can be identified.
Anyhow, for proper clarifications, as you can see from the attached, on the first 6 attempts from the Bridge handle, at every command, has been kept fix on DEAD SLOW ASTERN and, engine by herself made starts 2-3 times w/out success.
M/E by herself made start attempts in a very short time in those misfire cases.
At no 8 attempt, command has been transferred to the engine Room and again try starts w/out success.
Due to fact that all alarms were not acknowledged in Monitoring system, looks like only 2 (two) misfire, but on attached Flex View Picture can see many others.
At all times, when engine made attempts to start, max rpm was below 20 rpm (DSA is at 30 rpm), and usually when engine start, rpm is building up abt 40 rpm and slowly dropped to command (30 rpm).

Will review the new flex view you have send as cannot view now on the mobile phone; but based on your new description of events, the problem may be else where and most likely in the fuel command to the fuel pump actuators.
As an experience feedback please note we cannot blame low air starting pressure for not starting when there is low fuel oil common rail presure.
For this please take note and consider the following when you make the tests prior departure for identifying other possible causes.
With command from Bridge or ECR the engine makes three automatic start attempts. The first and the Second are with start fuel limit 18%, the third with lifted limit, usually 28%. This can be seen by the parameter "fuel command used for injection" in FlexView laptop.
Was this noticed during the attempts to restart?
We now take it for granted the telegraph kept in ordered position till all three attemps were completed but understandably this was not reported during the telephone call with our superintendent.
If starting fails there will be "start failure" alarm, then the telegraph should be put to stop to reset it and enable next starting attempt.
If the engine fails to start because of low fuel oil common rail pressure, the first and easiest thing to be checked are the fuel pump actuators output shaft positions, i.e. fuel pumps fuel racks position.
They must be at high position during start, from 70 to 100 %. If not you must check the " Actuator command" signal to these actuators. If very low the problem might be in the FCM 20 modules sending the signal to the actuators.
Probably this may be the case if the problem was self fixed as you are saying.
If this is the case the first and right reaction is someone to go down to the fuel pumps and push and keep by hand their racks to maximum position, then start the engine.
If no success the problem is not in the electronics but mechanial - leaking fuel rail PCV or Safety valve, faulty fuel pumps actuators, stack in open position or damaged none teturn valves from fuel pumps to fuel rail etc. etc.
When you do the predeparture checks of the engine please consider all above keeping us posted on developments.

Электрон посмотрел FCM - модули, вроде как на 4м ослабший коннекшен был на штекере, который как раз за пусковой клапанчук отвечает. Но и без одного клапанчука Главный должен был запуститься. В общем, как видно из переписки, дед прёт в сторону пусковой ("Главный мало крутился, вот и не набил давление в рэйле!"). Хотя в крайнем ответе грек указывает на актуаторы и рэйл... Запасаемся попкорном
