Governments must act now to fight piracy• Almost every day seafarers are being kidnapped and exposed to an increasing risk of injury or even death.
• Every day seafarers transport the world’s goods through areas where the risk of pirate attack is increasing. (in the northern, eastern and southern coast of Somalia, sea area off Kenya, off Yemen ,off Tanzania, off Seychelles, off Madagascar and in the Indian Ocean (West , Central and East) and Arabian Sea / off Oman and off west coast India and off western Maldives,. in the southern Red Sea areas and coast and parts in/of the Gulf of Aden, Africa - Lagos (Nigeria) along the coast, rivers, anchorages, ports and surrounding waters, Guinea, Douala (Cameroon), Brazil, Peru.)*
• Every day seafarers’ families are suffering worry and uncertainty.
• Every day the chances of attracting people to jobs at sea – on which all our economies rely – are shrinking.
• Every day shipping companies and their insurers have to pay for increasing anti-piracy measures, extra fuel and ransoms – costs that are eventually passed on to the consumer.
• Every day there is a risk of a major ecological disaster due to an oil spill and chemical products , owing to criminal acts of pirates.
• Every day the chances of a recovery in the world economy are being jeopardised by this threat to world trade.
We, the undersigned, urgently call on Governments to do everything possible to protect the thousands of seafarers and the hundreds of ships at risk of attack by pirates by:
Taking immediate measures to secure the release of seamen from captivity, that is top-priority and living important problem, using any means, including and military forces.
Taking over the control of Somalia territory with physical elimination of all criminal piracy infrastructure.
Creating a uniform and complete legal base - a set of laws on prevention and criminality liquidation in water areas.
Obliging ship-owners on the basis of accepted legislative and statutory acts to secure their lives in the sea already today.
Making the governmental investigations of contractual relations between insureds and insurers by all kinds of insurance of cargoes and ship property for the purpose of acceptance of measures on corruption prevention.

• Каждый день семьи моряков страдают беспокойством и неуверенностью.
• Каждый день уменьшается возможность привлечь людей к работе на море, а ведь от доходности судоходства зависит экономическое развитие страны.
• Каждый день судоходные компании и их страховщики вынуждены оплачивать дорогостоящие услуги защиты от пиратских нападений, а также изменять маршруты, что приводит к увеличению расхода топлива и росту стоимости перевозимых товаров для конечного потребителя.
• Каждый день существует угроза экологической катастрофы из-за возможной утечки нефте- и хим-продуктов вследствии преступных действий пиратов.
• Каждый день возрастает угроза снижения продаж на уровне мировой торговли наряду с возможностью восстановления мировой экономики.
Мы, нижеподписавшиеся, призываем правительства срочно принять все возможные меры для защиты моряков и судов, находящихся под угрозой пиратских нападений, а именно:• Совершить немедленные действия по освобождению моряков из плена, что является первоочередной и жизненноважной задачей, используя любые средства, в т.ч. и военные.
• Взять под контроль территорию Сомали с физическим устранением всей преступной пиратской инфраструктуры.
• Создать единую правовую базу - комплекс законов по предотвращению и ликвидации преступности в водных акваториях.
• Обязать судовладельцев на основании принятых законодательных и нормативных актов обеспечить охрану судов и экипажей с целью обезопасить их жизни в море уже сегодня.
• Провести правительственные расследования договорных отношений между страхователями и страховщиками по всем видам страхования грузов и судового имущества с целью принятия мер по предотвращению коррупции.
